It only works on direct targets and yes it does dmg boost ults. Idk if thats the case for every ult like dva ult doesnt receive a dmg boost when nano'd for example. DVA ult does get a damage boost if the DVA gets the boost, not the mech. Only nano DVA after launching the mech to damage boost it, otherwise the nano is lost.
i've thought about trying to 'fake' the dva ult by dashing into them and cancelling it i like this. learning to play with your kit is the mark of a smart player. But anyway, it's not very viable since dva bomb takes 3 seconds to explode and gives them time to respond only after you press Q, unlike something like EMP or pulse bomb stick.

A person saying D.va should die if in LOS with her ult, someone else replying she used to but needed a buff so they took it out. Other people saying D.va is still in a need of more buffs. DVA doesn't die to her own ult, Junkrat doesn't die to his own bombs, but Pharah and Soldier die to their own explosions.
If you want to get kill everytime/often you should always launch the bomb don't use it static. Launch it on the back of the enemy to kill support. When you will recognize some good spot to launch it you will see it's always better for the bomb to explose above, or at a corner or in a doorway.
Unfortunately , Dva’s Matrix is alot skinnier and expands outward. So you can flick around to compensate for this. There is enough of delay between firing said ult and the actual activation to eat the ult as a reaction. You can often pop the eat as you see the ult move and try to catch it.
As you play more, you’ll find that DVa bombs are more about area denial than actually securing kills (unless combo’d with things like shatter, flux, blizzard, grav, EMP, etc.). High level DVa play pretty much use her ult mainly to get mech back, from what I’ve seen (mostly). I.e. a ‘Free Life’ or ‘Get out of jail free’ card.
When you have to contest high ground on 2nd point Gibraltar or Hollywood and when you want to deny spam from the enemy team (Junkrat, Hanzo spam).
