As I recall there was exactly ONE modder who was publicly working on a multiplayer hack for the single player world in FC3 and even that wasn't finished and released. Four player coop was an option in Far Cry 3 so maybe that can be implemented into Far Cry 4 in such a way as to allow 4 players instead of just 2.

There's some people posting youtube videos of Farcry 3 multiplayer from this year, I might be wrong but I thought the co op was peer to peer so it could just be an issue with your connection. Though even if it's not peer to peer at it's peak Farcry 3 had very poor connections for coop and deathmatch so it's hard to say.

You cant. Servers are off. You can try to use VPN. That worked for me. The Far Cry 5 online service, is currently experiencing some degradation at this time. I would keep an eye out for any updates, regarding this issue.
I doubt it's peer to peer but am not positive. Also dedicated servers don't mean good servers. Ubisoft is pinching pennies with Far Cry's servers and always has. The PvP is only 6v6. They're using the bare minimum they can to host the game. That means gameplay has to be sacrificed. Far Cry 2 did it best. It had both Peer to Peer and Dedicated
